San Diego immigration attorney Tifany Markee received her juris doctor degree from California Western School of Law, graduating magna cum laude in May 2001. Tifany was sworn into the California State Bar in December 2001 and is licensed to practice law in California as a certified specialist in immigration and nationality law by the Board of Legal Specialization. In 2025, Tifany also became licensed in Colorado.
Through her zealous client advocacy, Tifany represents clients before U.S. Citizenship and Immigration Services (USCIS), the U.S. State Department, the Board of Immigration Appeals and the Administrative Appeals Office, and has a close referral network for matters before the U.S. Circuit Courts of Appeals and the U.S. District Courts. In 2003, Tifany expanded her practice to include international adoption law and related fields. In this regard, she has become one of only a handful of attorneys across the nation with an active practice in the adoption and immigration of foreign-born children.
This specialization became even more relevant with the implementation of the Hague Convention and the Intercountry Adoption Act in April 2008 and the subsequent USCIS practices and policy memoranda related to adoption matters. Tifany also leads the nation in her work in international surrogacy, with a focus on the acquisition of U.S. citizenship for babies born through assisted reproductive technology and on immigration and visa matters for foreign intended parents. She is an active lecturer and mentor in this field, and is a frequent invited speaker at law schools and professional organizations, including the American Immigration Lawyers Association, the Academy of California Adoption-ART Lawyers and state and local bar associations across the United States. She has been honored by becoming a fellow of the Academy of California Adoption-ART Lawyers and the Academy of Adoption and Assisted Reproduction Attorneys, as well as a member of the National Council for Adoption.
Finally, Tifany is a contributor and author for national publications, including Kurzban’s Immigration Sourcebook. Most importantly, Tifany is the proud mother of two internationally adopted children.
Tifany is a competitive dressage rider.
